County Enterprise Boards were established by the Government in 1993 to
provide a range of supports for Micro-Enterprises and the Minister for
Enterprise and Employment in confirming the details of the Membership and
organisation of County Enterprise Boards stated that:
"The Boards will fill a gap which has become apparent in the support
services for local enterprise initiatives. They will bring a variety of
interests together to set objectives for promoting enterprise in their
area, prepare a strategic plan and provide assistance to small enterprise
projects which can yield a cost effective return in terms of job
creation."

"Nurturing Enterprise in North Tipperary"
Since its inception in 1993, the Board has produced Strategic Action Plans for North Tipperary to coincide with national strategic plans such as the Operational Programme for Local and Rural Development and the National Development Plan (NDP) 2000-2006. The Board has prepared this Plan for the period 2007-2013 focusing on Enterprise Culture, Entrepreneurial and Capability Development and the development of Micro enterprises in the Manufacturing and Internationally Traded Services sectors. In preparing this Plan, the Board consulted with a wide variety of stakeholders and the Plan reflects this process of consultation and involvement.
This Strategic Action Plan includes the Board's mission statement, role and functions, a review of the Board's activities and an external analysis of the county. In formulating this Plan, the Board took cognisance of the supports and services provided by other local and national agencies and reviewed the county's strengths, weaknesses, opportunities and threats. The Board has prioritised the key issues to be addressed and has set 22 objectives to be met over the next seven years. This Plan sets out in detail the actions proposed which will be reviewed on an annual basis with the flexibility for adjustment or amendment in light of changing economic circumstances.
The Strategic Objectives centre around the following areas of activity: Enterprise Culture, Female Entrepreneurship, Financial Assistance, Pre Start-up Support, Workspace, Developing Growth Potential, Linkages, Networks, Entrepreneurial & Capability Development, Management Development, R&D, Innovation & Design, Export Trading, Information, Optimising usage of ICT, Public Procurement & Sub-Supply, Tax Incentive Schemes, Regulation & Compliance, Marketing, County Profile and Research. These objectives have been matched to specific strategies and actions, the details of which can be found in chapter 6.
It should be noted that all targets and projections detailed in the plan are based on the assumption that the necessary financial and human resources will be made available to the Board to implement the actions outlined.
